In a bowl, combine milk powder and cornstarch. Set aside.

Boil milk over medium-high heat. Lower heat then add the chocolate, whisking vigorously until completely melted.

Add powdered milk-cornstarch mixture to the hot chocolate. Whisk until dissolved and mixture is smooth and thick.

Stir in cinnamon, nutmeg, salt and siling labuyo.

Top with whipped cream before serving.
